About 20 activists in a high vis jacket were seen walking to London Central Gyratory which was busy before sitting and resisting signs.
The group was quickly surrounded by dozens of metropolitan police officers who were arrested talking to activists who had ridden their hands to Tarmac.

Other groups also walked out at J25 from M25 around 8am on Friday.
The police moved to drag them from the intersection of Waltham and threw it on a hard shoulder.
This was the twelfth time that isolated Britain has caused a disturbance to the road for the past month.
The block on the M25 violated the command given to the highway agent on September 22.
A spokesman for the Metropolitan Police said: “We responded to two protests this morning blocking the road.
“We were at the scene and worked quickly to move traffic.
“We know that some activists have used super glue to frustrate our efforts and delay the Londoner further. We train this scenario and have a specialist team to help eliminate people and make arrests.”
Tracey Mallagan, from Insulates Britain, issued a dramatic statement called for Boris Johnson to be “tried for betrayal”.
He said: “If the government does not act immediately to reduce emissions, we face a frightening situation. We will not worry about the lack of pasta or loo roll because the law and the command damaged is quite fast when there is enough food to spin.
“The government will not wonder if there are enough hospital beds or ventilators, but are there enough people who go to bury the dead.”
It happened after the group blocked three main routes in the capital – The Blackwall Tunnel, Hanger Lane and Wandsworth Bridge with 54 arrests on Monday.
